VDA - Volksbund für das Deutschtum im Ausland in conjunction with the WHW Winterhilfswerk 1933-34 season tinnie. Measure 1 1/4" long. The VDA was an organisation to provide German values and culture abroad and these types of badges were issued as donation receipt tokens.
